historiska behovet och nödvändigheten av att en av den chilenska högerns och
nyliberalismens förgrundsgestalter stiger åt sidan och skapar utrymme för en
demokratisering av landet och det chilenska samhället.
Han ser också den nuvarande
politiska situationen som en historisk möjlighet att rekonstruera den chilenska
vänstern som sedan militärkuppen, men även efter valen av de olika
samlingsregeringarna (la Concertación) har förhindrat den konsekventa vänsterns
formering. I dag kan vänstern bli än bredare och än slagkraftigare med den
enorma sprängkraft som en rad nya aktörer på den politiska scenen har visat och
uttryckt efter det fötts i kölvattnet på den enorma massmobilisering som ägt
rum de senaste två månaderna.

Piñera and his team:
A
DISCLAIMER REQUIRED
The depth of the crisis of institutional legitimacy
that shakes Chile makes it impossible for a
consensual exit of the people in rebellion with the political and oligarchic
caste.
President Piñera and his team do not admit - because
they do not understand it - that this crisis is essentially political. In a
matter of days, the monument to neoliberalism that the Chicago Boys built
collapsed like a house of cards. The people in rebellion are challenging the
model of economic, social, political and cultural domination that state
terrorism established in Chile.
We are not facing a “social
explosion”, as it is characterized in the media. There is no “burst” that
lasts more than 50 days. It is something deeper and permanent. It continues to
defy a repression of heinous levels and rejecting the political maneuvers that
try to tame it. Its nature has characteristics of peaceful insurrection,
unarmed and without recognized leadership, but that - like any popular
insurrection - seeks to establish a new social and cultural order, more
democratic and participatory. Escape to historical stereotypes and this makes
ideological sectors anchored in dogmatism unable to recognize the nature of
what is happening. It is the great opportunity to rebuild the Chilean Left of
this century, participating - without claims of hegemony - in the torrent of
social and cultural change that has been launched.
The government of President Piñera faces the
situation as would the businessman Piñera. In that sense he is loyal to
himself. The guiding criterion is mercantilism. The cult of money that
everything can and that is why it tries to buy from the people. It puts on the
table 5.5 billion dollars to face unemployment and adds a few gifts that will
not repair pensions and miserable wages. None of the government measures
touches 1% hair that concentrates 22.6% of income and wealth in the country
(1). And much less of the mining companies whose exorbitant profits constitute
an insult to the sovereignty and dignity of Chile. The Minister of Finance
corroborates with emphasis that there is no intention to increase the taxes to
those who earn the most and not even to apply rigorous measures to prevent tax
evasions and tricks that rob the country of billions of dollars.
President Piñera and his team cannot act otherwise. They are the quintessence of neoliberalism. Meanwhile the social boiler
boils, the economy sinks, the Central Bank injects 20 billion dollars to curb
the rise of the dollar, capital flight already exceeds 14 billion dollars, and
the approval to President Piñera ranges between 4, 6% and 10% in surveys.
Impressive are the figures
of repression. More than 25 dead, 600 wounded (including 240 who have lost one
or both eyes), 50 thousand detainees, hundreds of men and women tortured and
subjected to sexual harassment. A dark record for a president who claimed to
represent the liberal wing of the right.
Reality indicates that the
country needs a transition period until the Constituent Assembly completes its
work and submits the new Constitution to a plebiscite.
The transition must
necessarily begin with the resignation of President Piñera and the withdrawal
of the scenario of his political team. It would be intolerable for the
democratic recovery and pacification of the country that the president continue
another two years in La Moneda. A change of the ruling cast is needed so that the
people begin to trust that their demands will be met.
The insurrection encompasses a vast social and
cultural field, is pluriclasista and in its bosom converge different
ideological currents. It shows an enormous capacity for organization that
millions of anonymous protagonists knit in the social base. They highlight the
participation of women, young people, workers and older people, whose different
forms of struggle push together towards social and cultural change in the
country.
The oligarchic elite and the political caste at
their service still have resources to prolong their hegemony. They are dressing
a cake of repressive laws and an old version of the Constituent Assembly so
that it fails and nothing changes. They pretend to manufacture the new
Constitution through a framework of regulations and provisions that limit the
autonomy of the constituents. The political caste aims to
block the passage to a democracy with social justice and popular participation.
At all costs, such maneuvers must be prevented. If
they succeeded, they would frustrate the greatest collective effort of our
people in their history.

Presidente Piñera y su equipo:
UNA RENUNCIA NECESARIA
La profundidad de la crisis de legitimidad
institucional que sacude Chile hace inviable una salida consensuada del pueblo
en rebeldía con la casta política y oligárquica.
El presidente Piñera y su equipo no admiten -porque no
lo entienden- que esta crisis es esencialmente política. En cuestión de días se
derrumbó como un castillo de naipes el monumento al neoliberalismo que
construyeron los Chicago Boys. El pueblo en rebeldía está impugnando el modelo
de dominación económica, social, política y cultural que el terrorismo de
estado instauró en Chile.
No estamos frente a un “estallido social”, como se le
caracteriza en los medios. No hay “estallido” que se prolongue más de 50 días.
Es algo más profundo y permanente. Continúa desafiando una represión de niveles
atroces y rechazando las maniobras politiqueras que intentan domarlo. Su
naturaleza tiene características de insurrección pacífica, desarmada y sin
liderazgo reconocido, pero que -como toda insurrección popular- busca instaurar
un nuevo orden social y cultural, más democrático y participativo. Escapa a los
estereotipos históricos y esto hace que sectores ideológicos anclados en el
dogmatismo sean incapaces de reconocer la naturaleza de lo que está ocurriendo.
Es la gran oportunidad de reconstruir la Izquierda chilena de este siglo,
participando -sin pretensiones de hegemonía- en el torrente del cambio social y
cultural que se ha puesto en marcha.
El gobierno del presidente Piñera enfrenta la
coyuntura tal como lo haría el empresario Piñera. En ese sentido es leal
consigo mismo. El criterio que lo guía es el mercantilismo. El culto al dinero
que todo lo puede y por eso intenta comprar al pueblo. Pone sobre la mesa 5.500
millones de dólares para hacer frente al desempleo y agrega unas cuantas
dádivas que no repararán las pensiones y salarios miserables. Ninguna de las
medidas del gobierno toca un pelo al 1% que concentra el 22,6% de los ingresos
y la riqueza en el país (1). Y mucho menos de las empresas mineras cuyas
exorbitantes ganancias constituyen un insulto a la soberanía y dignidad de
Chile. El ministro de Hacienda corrobora con énfasis que no hay intención
alguna de aumentar los impuestos a los que más ganan y ni siquiera de aplicar
medidas rigurosas para impedir las evasiones y triquiñuelas tributarias que
roban al país miles de millones de dólares.
El presidente Piñera y su equipo no pueden actuar de
otra manera. Ellos son la quintaesencia del neoliberalismo. Entretanto la
caldera social hierve, la economía se hunde, el Banco Central inyecta 20 mil
millones de dólares para frenar el alza del dólar, la fuga de capitales ya
supera los 14 mil millones de dólares, y la aprobación al presidente Piñera
oscila entre 4,6% y 10% en las encuestas.
Impresionantes son las cifras de la represión. Más de
25 muertos, 600 heridos (entre ellos 240 que han perdido uno o los dos ojos),
50 mil detenidos, centenares de hombres y mujeres torturados y sometidos a
vejámenes sexuales. Un récord tenebroso para un presidente que decía
representar el ala liberal de la derecha.
La realidad indica que el país necesita un periodo de
transición hasta que la Asamblea Constituyente culmine su trabajo y someta a
plebiscito la nueva Constitución.
La transición necesariamente debe comenzar con la
renuncia del presidente Piñera y la retirada del escenario de su equipo
político. Resultaría intolerable para la recuperación democrática y
pacificación del país que el presidente continuara otros dos años en La Moneda.
Se necesita un cambio del elenco gobernante para que el pueblo comience a
confiar de que sus demandas serán atendidas.
La insurrección abarca un vasto campo social y
cultural, es pluriclasista y en su seno confluyen distintas corrientes
ideológicas. Muestra una enorme capacidad de organización que en la base social
tejen millones de protagonistas anónimos. Destacan la participación femenina,
de los jóvenes, los trabajadores y personas de mayor edad, cuya diferentes
formas de lucha empujan en conjunto hacia el cambio social y cultural del país.
La elite oligárquica y la casta política a su servicio
tienen todavía recursos para prolongar su hegemonía. Están aderezando un pastel
de leyes represivas y una versión adocenada de la Asamblea Constituyente para
que esta fracase y no cambie nada. Pretenden pre fabricar la nueva Constitución
mediante un entramado de reglamentos y disposiciones que limiten la autonomía
de los constituyentes. La casta política pretende bloquear el paso a una
democracia con justicia social y participación popular.
Hay que impedir a toda costa que tales maniobras
tengan éxito. Si lo consiguieran frustrarían el más grande esfuerzo colectivo
de nuestro pueblo en toda su historia.
